What we do

Hampshire Local Optical Committee (LOC) is a statutory body established to represent Optometrists and Dispensing Opticians providing General Ophthalmic Services in Hampshire, Isle of Wight, Portsmouth City and Southampton City. The remit of the LOC is set out in its constitution  Constitution. The work of the LOC is funded by the collection of a statutory levy, based on a percentage of sight test fee income.  The amount deducted, calculated after drawing up the budget, is agreed by a resolution at the AGM. Accounts and a report of the LOCs work are produced for the AGM.

The LOC is here to support and advise optometrists,Clinical Commissioning Groups and NHS England – South (Wessex) about NHS Contract matters, locally agreed eyecare schemes and clinical governance. In fact anything related to eye care. In the rare instances where the commissioners raises concerns about an optometrist’s performance the LOC is able to assist. If performers have concerns about health issues the LOC may be able to help and support.

As a registered CET provider the LOC provides a number of educational events during the year.

The LOC meets formally at least four times a year. In between its members attend meetings with CCG and NHS England – South (Wessex) staff and carry out any work necessary to develop eye care services. An Annual General Meeting (AGM) is held to report on the LOC’s activities and the use of the statutory levy.

Mon 22 July 19 | Low Value Medications
Over the last 2 years NHS England having been undertaking consultations on medicines that are commonly prescribed and either have little clinical evidence to support their use or might be available Over The Counter( OTC) at chemists without prescription. This has resulted in the publication of national guidance as linked here https://www.england.nhs.uk/wp-content/uploads/2017/11/items-which-should-not-be-routinely-precscribed-in-pc-ccg-guidance.pdf https://www.england.nhs.uk/wp-content/uploads/2018/03/otc-guidance-for-ccgs.pdf Of particular relevance to opticians and optometrists is the advice that lutein and antioxidants ( eg vitamins A C E and zinc should not be prescribed for age related macular degeneration ( ARMD) as there is insufficient evidence to support this and that if patients want to use these or continue to use them then they should purchase them themselves. In addition both conjunctivitis and dry /sore eyes are considered suitable for patients to purchase OTC treatments themselves rather than ask for them to be prescribed by a doctor.
