What we do

Hampshire Local Optical Committee (LOC) is a statutory body established to represent Optometrists and Dispensing Opticians providing General Ophthalmic Services in Hampshire, Isle of Wight, Portsmouth City and Southampton City. The remit of the LOC is set out in its constitution  Constitution. The work of the LOC is funded by the collection of a statutory levy, based on a percentage of sight test fee income.  The amount deducted, calculated after drawing up the budget, is agreed by a resolution at the AGM. Accounts and a report of the LOCs work are produced for the AGM.

The LOC is here to support and advise optometrists,Clinical Commissioning Groups and NHS England – South (Wessex) about NHS Contract matters, locally agreed eyecare schemes and clinical governance. In fact anything related to eye care. In the rare instances where the commissioners raises concerns about an optometrist’s performance the LOC is able to assist. If performers have concerns about health issues the LOC may be able to help and support.

As a registered CET provider the LOC provides a number of educational events during the year.

The LOC meets formally at least four times a year. In between its members attend meetings with CCG and NHS England – South (Wessex) staff and carry out any work necessary to develop eye care services. An Annual General Meeting (AGM) is held to report on the LOC’s activities and the use of the statutory levy.

Thu 01 March 18 | Optometrist Vacancies - Southampton Eye Unit, University Hospital Southampton NHS FT
The Optometry department would like to recruit 2 enthusiastic and motivated Optometrists to join our expanding service.  The posts will involve working within the glaucoma service and eye casualty, under Ophthalmologist supervision, as well as a variety of core optometric roles.  These could include providing paediatric and adult refractions, post-op cataract and corneal cross linking clinics.  Also, low vision assessments and medical contact lens fitting.  Due to the expanding services we are looking at new ways to see patients and run clinics so there will be some work in peripheral clinic settings as well as virtual clinics and occasional Saturday clinics.  This is a fantastic opportunity to work within this regional center of excellence and join an expanding team of 23 Ophthalmologists and 7 Optometrists, Specialist Nurse Practitioners, Orthoptists and support staff.  The posts are permanent, 5 days (37.5 hrs) per week and will include occasional Saturdays.  Previous experience would be beneficial, but full training will be provided.  The successful candidates will be qualified, GOC registered, with a good work ethic and willing to go the extra mile to provide the best service for the patients.   Further details can be found at  http://jobs.uhs.nhs.uk/job/v963508


Fri 23 February 18 | Direct Referrals to Solent Medical Services & University Hospital Southampton
It has been brought to the attention of the Hampshire LOC that practices in the Southampton area are referring Southampton City GP patients to GPs via GOS 18 for further referral to HES when there is no longer a requirement. You are reminded that the NHS Standard Contract for GOS states:
  1. Where the Contractor or an ophthalmic practitioner employed or engaged by it to perform the Contract is of the opinion that a patient whose sight has been tested pursuant to clause 30— 31.1. shows on examination signs of injury, disease or abnormality in the eye or elsewhere which may require medical treatment; or 31.2. is not likely to attain a satisfactory standard of vision notwithstanding the application of corrective lenses, it shall, if appropriate, and with the consent of the patient— 31.3. refer the patient to an ophthalmic hospital, which includes an ophthalmic department of a hospital, 31.4. inform the patient’s doctor or GP practice that it has done so, and 31.5. give the patient a written statement that it has done so, with details of the referral.
Southampton City CCG have re-confirmed that any Southampton City GP patients should be referred directly to the appropriate service whether it is a MECS Practice, Solent Medical Services (SMS) or UHS. Specifically in respect of SMS, they will see Southampton registered patients for:
  • Suspected glaucoma/OHT, with an intra-ocular pressure >21mmHg <35mmHg with normal optic nerve head and visual field
  • Suspected cataract
  • Vitreo-retinal pathology including floaters
  • Ocular surface pathology (including dry eyes and blepharitis and chronic red eye conditions)
  • Insertion of punctual plugs for dry eyes
  • Macular pathology except wet AMD (macular degeneration) conditions - wet AMD patients are to be urgently referred on to UHS

Wed 20 December 17 | Safeguarding Training for Opticians
Dorset and Hampshire Safeguarding Board run a series of safeguarding courses and Primary Care Commissioning Support at NHSE are looking into the courses being run for the primary care contractors.  At present they offer a series of courses that are run during the day.  These courses are topic specific.  The courses cover level 1, Level 2 and level 3.  The course materials will be available on the safeguarding boards website. Can you let Primary Care Commissioning Support (details below) know if you  would be interested in attending safeguarding training and what levels you would be interested in.   When is the best time to hold the training events?  ie a whole day, half day session in either morning or afternoon or evening only.   How much notice would needs need when the training sessions are organised.?
